Are other white noise CDs really that bad?
YES.
The audio quality from literally ALL other companies selling ‘white noise’ or sounds to aid sleep are very poor. So poor that I cannot believe they are even calling them white noise, let alone selling for such ridiculous prices.
You can use programs such as Baudline to analyze audio and see the audio signal visually.

Now take a look at two companies offering poor quality audio at ridiculous prices.
One claiming 20 years experience and the finest white noise available; the other claiming to be a ‘specialist in the field of white noise’. Don’t believe everything you read. 
You can see why I was so unsatisfied with these ‘white noise’ companies.
Perhaps these shady companies are more accurately a specialist in the field of marketing buzz words!
